Cloakacre

This poorly named gated community is an architectural marvel, as is so much of Tenth construction.  Terraced gardens, gorgeous boardwalks and courtyards draw the eye between the sharply painted towers as woodwind music floats through the sea air.  
Intended as a reference to the cloaks worn by the noble classes in Tenth culture, it took no time at all for the other residents of the Shell to malform the name of this rear-facing community derisively into "cloaca".
All the artistic and culinary wonders of Tenth culture are present here, but access is tightly controlled.  Tours are given under a watchful eye.  While it is in the nature of a Tenth community to share its successes to encourage others, the close proximity and envy of other potential saboteur civilizations is enough to cause them to protect the citizens that deserve it.

Notable Locations

• Statuary Hall at the Tenth Embassy: Some of the finest sculpture in the world was created here from imported marble and sandstone.  Much of the Tenth Embassy is outdoors, given the naturally self-regulating climate of the Wandering City, and so spectacular gardens and amazing tapestries and sculptures are hung about the premises under little more than ornamental roofs to keep off the rain.
