Port Sartossa
With repurposed hulls of all manner of ships stacked upon one another building up and over the bluffs that overlook the Sapphire Sea, Port Sartossa is truly a sight to behold. Even more so are the various multitiered communities, with all manner of nets, ladders and odd contraptions that move the city in an event of a "tidal event".
Port Sartossa is a place that remains fiercely independent, while still technically under the commune that governs most of Torlo. However, the various leaders of Torlo and the Great Rama Empire know better than try to enforce their will upon the free-spirited citizens of the Port, and many times have their fleets be rebuked by hidden defenses placed all around the city. They have learned it is better to work with the captains of Port Sartossa rather than working against them.
