The Capital of the Queendom of Keeleon

Kievs is the capital city of the Queendom of Keeleon and is the dominant city in the Southern Orcish Plains region of Tarteria. It is a bustling metropolis and is the largest city in both Keeleon and in Tarteria. The city houses the head of the government for the Queendom, as well as many facilities not found elsewhere in the country.   In the Fifth Age of the world, the city stands as a beacon of the resiliency and strength of orcs.

Description

Kievs is a sprawling metropolis situated at the conflux of the Zharigie River and Rexun River, spanning all three sections of land around the river joining. It is central to the extended support and influence of the crown. Supplies and trade funnel in and out of the city by the Rexun River, the Orc Highway, and the trade roads to the Serra Coast, making it a center point of trade for the nation.

The Prominade District

The Prominade District is the largest residential section of the city, located on the eastern bank of the Rexun River. It houses most of the city's merchant class. Many trading areas and bazaars are set here, as well as manors, apartments, and houses of the citizenry. Wide, paved streets sprawl throughout the area, leading to the other sections of the city and to the main features of the district, including the Orc Highway which leads northwards.
  • The Heroes Prominade: On the eastern riverbank is a great section of paved walkways and shops.
  • The Dispensary: This guild hall is where the leaders of the Tarterian Traders meet and maintain their presence in Keeleon.

The Flowercrown

The Flowercrown is the temple district of the capital where shrines and chapels to the Dragons of Azimuth can be found. It is located on the eastern bank of the Rexun River adjacent to the Prominade District and is well maintained.
  • Temple to Zenethia: This place of worship is the largest dedicated to Zenethia in Keeleon. Many orcs revere Chedae, The Heaven's Light, as the current deity of Zenethia.
  • Kievs Morounin Archive: The Shrine to Morounin houses one of the Morounin Archives: a part church, part library of information dedicated to Morounin, The Learned-Lady.

Westbank

Westbank is the poorest sector of the city, located on the western bank of the Rexun River. It houses the poorer slums and the shipping docks used by the traders of the city. Here, the seedier elements of the population make their living in orcish society.
  • The Moss Slums: The slums of Westbank are numerous and wide ranging. It is an area that suffers from crime and disease.

The Crowncrest

The Crowncrest is the ruling quarter of the city, housing the Gold Castle and the residence of the royal family. It is a largely administrative area and is heavily guarded. The noble family and many title-carrying estates are in the areas surrounding the castle. It also contains the residences of the ambassadors that attend the Keel's Council. It is usually inaccessible for foreign nationals and lower class persons without direct reasoning for being present.
  • Arttia Kala, the Gold Castle: Here is where Queen Voltha and the Keel's Council head the various aspects of the city’s and country’s governance.

The Dyad

To the south of the river joining is the military district, the Dyad. It houses facilities for the Keel's Band soldiers and a number of river ships that form part of Keel's Navy.

Society

Government

The current ruler of the Queendom of Keeleon is Queen Voltha, daughter of Rava. The government is a matriarchal monarchy dynasty that has been in power since the time of Queen Alena at the start of the Fifth Age.   In addition to Queen Voltha, the Keel's Council presides over various aspects of the city's and country's governance.   The Oknar of the surrounding citys and villages in the Southern Orcish Plains report back to the Arttia Kala and the authority of the crown as needed.

Demographics

The population is mostly orc but the city supports a wide array of races and populations that come with trade and the merchant guilds. The noble family and many title-carrying estates are in the central districts, surrounded by the trade quarters and bazaars of the merchant class. On the outskirts of the city are the poorer sectors on the far side of the river, where seedier elements of the population make their living in orcish society.

History

The Fourth Age: The Age of Shadow
During the events of the Tarterian War at the end of the Fourth Age, many cities in Keeleon were destroyed by the armies of Esturk, The World's End. Much of the city of Kievs was destroyed by the demons.  
The Fifth Age: The Age of Beginnings
The new capital of Kievs was reclaimed by Queen Alena early in the Fifth Age, after the old capital, Keeleon Castle, was lost to corruption and could not be recovered.   On 21 Madaet 5A 352, Mortimr Gwathagoldrin fled the city of Kievs by hiding away in Kelwin's Magical Toys and Concocted Wonders, travelling north out of the city on the Orc Highway.
