The Mizukage is given total rule over the village, their word is law. The Seven swordsmen are their elite unit and each one is able to act with little limitation. Along with them are select others such as the mizukage's aides and the chief village advisor who are able to act around the village under their leaders orders. Each one is given sections of the village and different responsinbilities while reporting only to the mizukage.
