Summit Delegate
Delegates selected to represent an empires, political alliance, or collective invited to attend the Intergalactic Summit.
Any recognised political body which controls planets in more than one star-system is eligable to send delegates. Delegates may bring an entourage, but Summit meetings are closed to delegates only.
