Intergalactic Summit

An intergalactic diplomatic summit, attended by the universe's most powerful galactic governments. Summits are held every 1000 cycles (approxmately every 2.7 Terran years), with the last being the 107th summit, held in 2015.

The first Intergalactic Summit was held in 1721, after the fall of the Third Skrull Empire destabilised the intergalactic political situation, leading to a number of inter-stellar wars.

A number of intergalactic treaties were agreed at following summits, most notably the first Pan-Worlds Treaty, agreed at the 41st Summit.

Criteria for Attendance

In order to be invited, a political entity must control planets in two or more star-systems, and have their attendance approved by 1/2 of attending entities. Articial planets are accepted for the purposes of qualification, but mobile conibations such as planet-class star-ships are not permitted.

If a political entity loses control of the planets outside their home system, a motion may be tabled to remove them from membership.

Attending bodies may table a motion to admit bodies which do not meet the above criteria, but this must be approved by a 2/3rds majority in order to pass. This power has been used only twice, to admit the Galactic Rim Collective to membership, and once to admit the Sons of Koth (in order to avoid the Summit as being seen as partisan in the Kree Civil War).

Participants

Membership fluctuates with political changes in the wider galaxy, as government fall, or new empires form.
At the 107th Summit, the attending parties were:
The Kree Imperium, the Sons of Koth, the Sisterhood of the Badoon (although the delegate was revealed to be an imposter, and not actually a representative of the Sisterhood), the Nova Empire, the Elders of the Universe, the Nine Realms, the Rigellian Empire, Kymellia, the Shi'ar Empire, the Galactic Rim Collective, the Chitauri Hoard, and the Zn'rx.

Following the attempt by the Chitauri Delegate to kill all attending delegates, it is expected that they will not be invited to attend the 108th Summit. Most political commentators believe that their seat will be offered to the Skrull, although their lack of centrilised government may exclude them from eligability.

It is expected that the Zn'rk will not attend, as it is predicted that the current Snarkwar will not be complete by the date of the next summit. The Sisterhood of the Badoon, although eligable, has never sent a delegate, and this is not expected to change.

There has been considerable debate about which, if any, of the Kree political organisations which survived the destruction of Hala will attend the 108th Summit, but no motions have yet been tabled.
