Aaron Kimball
Aaron Kimball was the fifth President of the New California Republic, from 2273 until 2281. His presidency is remembered as an overall failure, with political, economic, and military mishaps eventually leading to his resignation, mere weeks before the 2282 election.
Prior to his political career, Kimball was raised in the Hub , and had a very accomplished military career. Stationed in the Mojave Wasteland's Camp Guardian in 2270, Kimball, then a Colonel, repelled an assault from Caesar's Legion, earning him widespread fame across the Republic. The following year he was promoted to General, leading the Mojave Campaign until 2272, when he retired, and ran for senator of the Hub. He won, and in 2273 ran for President, and won by a landslide against the very unpopular Wendell Peterson.
Kimball's first term was marked by wild skirts and bending of the law, all to aid the Mojave Campaign, which was becoming increasingly unpopular. Removing the restrictions on land and cattle ownership, he was singlehandedly responsible for the Brahmin Baron's monopolies on food, and thus a food shortage. He also did not at all focus on the damaged NCR Dollar, that desperately needed its value repaired and assured. Kimball's response was to instead bring in a fresh face with "youthful enthusiasm", and appointed General Lee Oliver to the command of the Mojave, ignoring the protests of the far more qualified General Edward Parker. Together, Oliver and Kimball represented the new future of the NCR, one that would "repair our economy, ideals, and territory." To the people, they were imperialists. By the time of 2277, the final year of Kimball's first term, he was most likely not going to win reelection against the opposition's Senator Lucinda Bailey, Caesar's Legion changed that. Late into the year they launched a massive assault on Hoover Dam, that NCR barely fended off, having to sacrifice Boulder City to do so, and even then, the NCR Rangers and Chief Hanlon took most of the credit. Nevertheless, this major win proved to be the deciding factor, and Kimball narrowly won his second term.
This second term was make it or break it for Kimball, and he knew it. By the time of 2280, the Mojave Campaign was as unpopular as ever, with thousands of casualties being reported every year, and every major engagement a loss, Kimball needed Oliver to win the Dam for good, and thus the campaign, so that they could annex New Vegas, and win public support. This did not happen. When the Legion pushed for the Dam again in December of 2281, Vegas saved itself, and its new leader, the Courier, declared the Free Economic Zone of the Mojave,and pushed the NCR out of the Mojave, and Kimball, along with General Oliver and Chief Hanlon were on the chopping block. Hanlon and Oliver resigned their posts immediately, while Kimball desperately tried to hang on and deal with the fallout, he failed, and on December 29th, resigned. His old opponent, Senator Bailey, won the presidency on January 3rd.
Since his resignation, Kimball has repeatedly needed to move to isolated ranches and estates, as every time he is discovered, assassination attempts ensue, mostly from disenfranchised veterans of his failed campaigns.
