Baciant
Baciant is a city built by elves in 521. It is located in the River West region in the Red Ash forest on the eastern shore of where the Green and Snake Spine rivers flow into the Deep Rush. The city is the capital and the largest city of the Republic of Erafel. Historically, it is the first city to have a mixed population of elves, dwarves, and humans, as well as the first city of any culture or race to adopt a voting based leadership structure.

Government
Baciant City Council, made up of a Council Chair and 10 Counsilors. Historically they ran the nation-state that was Baciant, the Council Chair being a soverign leader amoung the settlments of the River West. Now, however, they still work to administer and run the city, but the law by with the city is run are dictated by the nation of the Republic of Erafel.

- Unity Hall -- Capital complex that houses the Grand Council Chambers, the meeting space for the Erafel Grand Council.
History
Baciant was the first city to adopt a voting system for its ruler and city council both. The Ministers for the City Council were voted on by the Sherantien citizens, and those ministers voted and chose the Council Chair. The town council was decided to be a group of ten citizens who would create and debate laws in the Council Hall, those laws then being either accepted or denied by the Council Chair. To become a citizen one must either serve in the military or be granted it from the town council, it was a long waiting list. This form of the City Council was later disbanded in 745 for a similar system but for the new country of Erafel. But long before the creation of the Republic of Erafel, Baciant
