University of Wofslar

Although it retains the name "University," the University of Wofslar couldn't be more different than its fellow places of higher learning throughout Emicara. As most of the tribes of the Sypi Confederacy lack programs for literacy or what is considered basic education in the rest of the continent, the University of Wofslar places an emphasis on the training of individuals in letters and numbers. Some view it as a place where tribal citizens of the Confederacy are turned into true Confederate citizens of all tribes. Others see it as a place where knowledge is traded among the tribes, allowing for the Confederacy to become more efficient and productive. Some few see it as the sole place of true objective learning and magical training in the region.

Structure

The University of Wofslar is the smallest place in Emicara to claim the title of "university." The entire organization is headed by a single individual, who is referred to as the Counsel. The Counsel is elected from among the ranks of the educational staff within the University, selected usually based on merit or connections with the rest of academia. The Counsel is then responsible for the management of the university's bureaucracy and the hiring and firing of staff. Nearly all funds for the university come from donations from the tribes and towns of the Sypi Confederacy, so the Counsel is often deeply involved in negotiating grants from the Confederate member tribes, while allowing his staff to manage affairs at home.   The University of Wofslar offers a wide variety of classes, but most of those that take place are what is considered to be basic education elsewhere, providing knowledge of literacy and mathematics for those who it was previously a mysterious. They offer courses both for local children and adults, and have been expanding these programs greatly over the past two decades. The university possesses a small wing relating to the research and study of magic, and other minor courses for engineering. Most who follow these programs ultimately end up traveling to Alsona or Losana for more in depth education, if they wish to pursue it.

Public Agenda

The University of Wofslar has been by necessity forced to take an active role in the political system of the Sypi Confederacy. With so much of the school's well-being dependent upon donations from the tribes, the Counsels have always been forced to make friends and allies with the Confederate towns and tribes. For the most part they have found the greatest support among the sedentary towns of the Confederacy, rather than the nomadic tribes. These towns are anxious to have a location for higher learning, competing for trade and commerce with Losana especially. The University condemned the Sihka during the Civil War, but are also more supportive of the so-called "civilized" lifestyle over the migratory ones chosen by most tribesmen.

Assets

The University of Wofslar has had to struggle for every copper piece they have ever received. The campus itself is fairly small, and most of the students and staff live in homes throughout the city. The Counsel, seeing the Civil War coming, had implemented a policy of saving, and even getting involved in banking in the Confederacy. Thankfully the high elves have failed to move banking services into the Sypi Confederacy, and the University of Wofslar is now starting to run at a bit of a profit, offering loans and a place where gold can be stored safely, protected by the wizards on staff. The wealth has only recently begun to grow as the Confederacy recovers from the Civil War and begins to look for more stability in the national economy.
