The Ashworks, despite their importance, are a strikingly isolated part of Sanctuary. Entering the Lowers feels much like walking into another city altogether: descending via the Hellevator or the great stairways takes one beneath the haze of smoke and soot that hangs over the lower city. The light of the Sundelier dims, filtered to a dull orange by the smoke -- thickest here, so close to its source. The streets are lined with lamps in the Ashworks to help cut through the gloom, shining through colored glass to indicate all manner of things: warnings, signs of ownership, and even a subtle kind of advertising. Though a dim place, it's a loud one. The grinding and clanging of the great factories echoes through the streets, backbeat to the lives of thousands who live in its confines. Those who can afford to escape the crowds live in estates carved into the cliffside above. Those who cannot must make do down below, crowded into tenements and apartment blocks. Conditions in the Ashworks have bred a serious crime problem, which industrial moguls have responded to with the widespread use of mercenary "police." Amberlight is the foremost of these, though a few smaller companies compete for second place. This further heightens the feeling of being in "a city within the city" - an impression which the Powers That Be have no desire to correct.
