Castaway Catch
Not everyone who washes into the city really has a place here. Those who show up without the means and respect generally associated with the Uppers will find themselves shuffled down. Castaway Catch is the last place they can land, the very bottom of the heap if you will. It has a seedy underbelly, and hidden resources. But the place is generally slighted and disdained by others. Yet, it might have some of the greatest potential of all the neighborhoods, if only one knows how to engage it.
