Breakwater Keep

The Breakwater Keep is a major fortification located on an embankment wall in the Rexun River off the riverbank of the Embankment district in New Keeleon. Here, the Nalt Oknar and the appointed governtment offices manage the city of New Keelon.

Description

Exterior

The Breakwater Keep is a large fortress of brick and stone. The Breakwater Keep was described as "a huge fortress of brick and stone that sits off the coast in the river on a long embankment wall, like a wavebreak for the many docks and piers and clay pits of the city." There’s a large outer curtain wall leading out into the water with a covered rampart.   Chaka observed many lit windows of the keep during the evening while looking out into the river from the Watermill Gallery.   The pathway leading from the city to the keep, wide enough to be crossed on wagon or horseback, is made of water-worn bricks set with mud and clay. There are two main gateways leading to either side of the embankment wall, decorated with green-and-gold banners. These are each defended with a portcullis of axebreaker wood, which is discolored from the water spray from the river.   Within the wall is a receiving bailey. There are a number of square and octagonal watchtowers with black, angled roofs. On the far side of the bailey is the main keep. The bailey and sections of the interior structure are publicly accessable for business and city purposes.

Interior

The interior of the keep is constructed mostly of brick and stone. The main publicly-accessible level has intricate designs, inclucing sections with patterns and floral patterns in the brickwork.   There are green-and-gold banners bearing the emblem of the Queendom of Keeleon. The support pillars and crenelations of this area are made of carved and formed bleached driftwood.   The deeper sections of the keep are more simplistic in design, often without any decorations or additions, seemingly focused solely of function.

Nalt Oknar Council Chamber

On the main level is a wide receiving chamber for the Nalt Oknar and assembled city official positions. The room feels like a throne room of sorts.   The floor is polished stone. A stone table runs the length of the room, with several elevated chairs positioned behind it. The one at the center, reserved for the Nalt Oknar, is set higher than the rest.   There is decor and supports of the same bleached, reclaimed driftwood. Behind the stone table is a wall of silvery bricks. On this wall is a large woven tapestry. This tapestry shows three orc figures, designed to flow from one at the back into the ones closer in the foreground. These figures are King Zolar, Queen Alena, and Argil, Founder of New Keeleon.   Near to this room is a plush and comfortable waiting area, with tall sitting stools.

Prison Cells

Situated beneath the keep are a number of holding cells set into the foundations of the keep and beneath the waterline of the Rexun River.   These cells are arranged in a set of guarded hallways. Each cell is a ten-foot wide room set behind an archway of brick and consists of small rooms behind iron bars. There are arcane sigils and runes carved into the brick arches, which lead fully around the bars and across the brick floor.   The cells have little to no furniture, and the floor and walls are wet from water and condensation from the river. There is visible moss growth and grime on the bricks of the halls.

History

Fifth Age: The Age of Beginnings
The Breakwater Keep started construction in the early Fifth Age at the order of Argil, Founder of New Keeleon. After it was completed, it became the seat of government for the city.   5A 352
On 12 Adroth 5A 352, the Lightbringers escorted the Santeem Republic aid caravan, under command of Captain Levka Ruslan, to Breakwater Keep. They were brought before Nalt Oknar Rulla and received payment.   Shortly after, Sir Talmid arrived and provided documentation to Rulla to take charge of distribution of the caravan goods. This conversation was spied on by Arwin.   In the morning of 13 Adroth 5A 352, Demitri and Romsca met with Rulla and Watchguard Stuzrog. They shared concerns about the aid caravan and the Prophets of Regression. The pair learned information about the missing Coinguard Holarust.   In the afternoon of 13 Adroth 5A 352, Captain Ruslan was arrested and escorted to the holding cells beneath the keep. Many of the Lightbringers spoke with Rulla about the strange arrest, and Rulla released Ruslan.   At this same time, Ilmendwyth provided a lockpick to the rebel, Cole, who was held in the cells. This was seemingly unnoticed by Godsguard Shumedzar, who gave last rites to Cole shortly after.   On 16 Adroth 5A 352, a city guard was sent to Breakwater Keep to alert Rulla about the attack at the Watermill Gallery. Shortly later, Captain Ruslan arrived to inform Rulla about the events at the Commandment of Sky Guildhall.   On 17 Adroth 5A 352, Stuzrog left the post of watchguard in shame. Holarust began to transition out of the role of coinguard.   On 18 Adroth 5A 352, Lord Lortuk was sent to bring the Lightbringers to the keep. In the late afternoon, they met Rulla at the receiving chamber and were rewarded with the deed to the Rill Priory. At this time, Demitri stated his intention to fill the city's coinguard position.
